Police, military and media celebrate partnerships

ICC General Santos City (27 January) - The police, military and the members of the press here celebrated on Friday their partnerships in an event dubbed “PNP-AFP-Media Fellowship” intended to strengthen rapport and cooperation among them.

Police Chief Supt. Fidel A. Cimatu Jr., Central Mindanao police regional director said the event was aimed “to provide relaxation, enhance camaraderie and maintain professional courtesy and cooperation towards the attainment of peace and order” in Central Mindanao.

Cimatu added “the fellowship also endeavored to generate trust” with the hope that the gathering “will create an environment of peace conducive to work, business, investment and tourism” helpful to police operations.

The event, according to police regional public information office was attended by some 140 personalities coming from the police regional command, armed forces and members of the tri- media.

Cimatu lauded media’s contribution in helping promote government in its fight against graft and corruption, societal crimes and in stabilizing peace and order particularly in Central Mindanao.

The “Police Regional Office 12 fully recognizes the great contribution of the community including the media in our goal for sustainable development and promoting peace and order….. It is my hope that with my leadership, we will be able to maintain effective, meaningful, and better media relations,” said host PCSupt. Cimatu.

Aside from Cimatu, other regional command’s top brass were also present such as SSupt. Lester Camba, regional chief directorial staff, SSupt. Danny Reyes of the regional police community relations, SSupt. Timoteo Pacleb of the regional comptrollership with his deputy Supt. Allan Rafael, Supt. Norberto Batislaong of the regional intelligence, Supt. Florendo Quidilla Jr., chief regional operations, SInsp Federico Valencia III, Secretary of the Directorial Staff and SInsp. Alexander Sarabia, regional command spokesperson.

City police directors SSupt. Willie Dangane of Cotabato City Police, SSupt. Robert Po of General Santos City Police and provincial police directors SSupt. Benhur Mongao of Sultan Kudarat Police, SSupt. Danilo Peralta of Sarangani Provincial Police, and Supt. Reynaldo Hiso representing North Cotabato Provincial Police Office also joined the fellowship.

The gathering was also participated in by the Armed Forces of the Philippines (AFP) and other prominent local personalities here.

Attending AFP commanders were Col. Daniel Soriano, 1002 deputy brigade commander, Col. Leo Cresente Ferrer of Task Force Gensan, LtCol. Joshua Santiago of the 27IB, LtCol. Edgardo de Leon of 73IB, and LtCol. Roberto Dumalahay of 12 FAB.

Col. Rainier Cruz, 1002 Brigade commander hailed the police for organizing the event and also expressed his gratitude to the media for helping both the military and the police disseminate information to a wider audience.

He also appealed to media to help enlighten the people on “police and military works and operations” by being a liaison of truth and right information.

Cimatu, on the other hand, underscored the importance of media’s partnership and assistance in government’s campaign on crime prevention and control. He also urged them to continuously support police advocacy and information dissemination activities for people’s welfare.

“From my heart, I would like to thank everyone for coming over and accepting my invitation as the host of this PNP/AFP/Media Fellowship Night… I am hoping that we will be together in attaining our goal towards ensuring our people a safe place to live by maintaining a better police-community partnership….,” Cimatu said in finale.

Japan commits emergency food aid to IDPs in Mindanao

ICC General Santos City (27 January) - Aside from European funding agencies, the Japanese government is also set to extend emergency food aid to internally displaced persons (IDPs) in Mindanao, a report said.

It said Japan will extend some Y860 million or $9.5 million in food aid to conflict victims displaced by continuous fight between government forces and the renegade members of the Moro Islamic Liberation Front (MILF).

According to the report, the Japanese embassy confirmed the food assistance equivalent to 7,500 metric tons of rice, bigger than the previous aid.

It further said the food aid to IDPs will be channeled through the United Nations' World Food Programme (UNWFP).

Recent Japanese government’s assistance to IDPs in Mindanao has totaled $81,853, which included blankets, sleeping mats, mosquito nets, blankets, polyethylene containers, among others.

With the food aid, the Japanese government is hoping that the impact of the current crisis in Mindanao would be mitigated.

The report also said that Japan anticipates the recommencement of peace talks between the Government of the Philippines and the MILF aside from the immediate taking place of the ceasefire in conflict-affected areas.

It said the Philippine government and WFP country director have already been informed of the decision on emergency food aid thru Japanese Ambassador to the Philippines Makoto Katsura.

The report added that the grant agreement will be signed between the Representative of Japan International Cooperation Agency (JICA) Philippines and WFP's country director on January 28, Wednesday in RCBC Plaza, Makati City.

JICA Philippines is a governmental agency of Japan which is responsible for the implementation of Japan's Official Development Assistance (ODA) programs helping thousands of IDPs in conflict-affected areas in Mindanao. (PIA SarGen)


Agri Extension Workers trained on Palay Check

ICC Cotabato City (27 January) – The Department of Agriculture & Fisheries-ARMM in coordination with the Agriculture Training Institute (ATI-ARMM) and PhilRice recently conducted the Palay Check Retooling for Agriculture Extension Workers (AEWs) at Mamitua Saber Research & Training Center, Mindanao State University, Marawi City.

ATI-ARMM Center Manager Vadreya Solaiman said that twenty three (23) AEWs from the Provinces of Maguindanao, Lanao del Sur and Marawi City were trained to enhance their knowledge on palaycheck (an alternative technology for rice production) that they will teach to farmers in their areas.

Palay Checks System if properly applied will assure farmers of ten to fifteen percent (10-15%) increased rice production (cavans per hectare) compared to traditional rice technologies. This method includes soil analysis of experts from Bureau of Soils that determines input requirement level of the soil and the use of leaf color chart.

The participants were put into a three hour workshop where they formulate/prepared plans (outputs per group) with corresponding time frame that they will adapt to their respective areas particularly the farmer’s productive capacity (to be improved through this system). Each group presented their outputs for critiquing.

Resource speakers during the duration of the training were Engr. Alberto Pajarito and Jose Nori Buhat from PhilRice, DAF-ARMM Regional Rice Coordinator Dadtungan Radzak and Rice Report Officer Edna T. Bajao.

Secretary Keise T. Usman is optimistic that this activity through the AEWs could help increase rice production of farmers beneficial to ensure food sufficiency and stability in the region. This will fast track the department’s efforts in strengthening its agri-fishery programs.

Mindanao trade remains bullish amidst global crisis MINDANAO

Mindanao’s total trade performance remains bullish while major financial districts around the world endure the global financial meltdown.

This is aside from the National Economic Development Authority’s (NEDA) projection that the country would hit a low-end export growth target of two to four percent last year. But with the strong trade performance of Mindanao agro-based and mineral products, the island region’s total trade rose to a staggering 43.45% growth for the first ten months of 2008. Data gathered and processed by the Mindanao Economic Development Council (MEDCo) from the National Statistics Office (NSO) showed that Mindanao posted a total trade of US$3.95 billion Freight-on-Board (FOB) value in September last year against the US$2.75 billion in the same period of 2007. Mindanao’s total export earnings as of September 2008 grew by 34.09% or US$2.53 billion from US$1.89 billion during the same period in 2007.

Likewise, Mindanao’s total imports registered an increase of 64% from US$860 million in the same period of 2007 to US$1.41 billion in September last year. The balance of trade in goods (BOT-G) for Mindanao registered a total value of US$1.2 billion which is 9.11% higher from the US$1.03 billion in the same period of 2007.

Export revenues from the top ten exports grew by 36.56% or US$1.91 billion as of September in 2008 compared to the US$1.40 billion of the same period the other year.

Coconut oil continued to be the top grosser among the export products followed by fresh banana, prepared or preserved fish, nickel ores, organic chemicals and ore agglomerates.

A big chunk of Mindanao’s imports still goes to rice, which accounts almost 30% of Mindanao imports. As of September last year, rice import is valued at US$ 406.05 million- a hefty growth of more than two-folds from US$ 108.49 million in September 2007. USA remains at the top of Mindanao export destinations followed by Japan, Vietnam and The Netherlands.

“The global financial crisis is hardly felt as of today”, said Undersecretary Virgilio L. Leyretana, Sr., MEDCo Chair. He added though that the country is not spared from the worldwide financial turmoil.

However, Leyretana said that the Mindanao stakeholders, especially the business sector, are getting all of their acts together to cushion the island-region from the crisis. “In light of the current situation, it is only fitting that the Mindanao 2000 development framework plan is being assessed to come up with an updated Mindanao peace and development blueprint”,

Leyretana said.MEDCo, together with its partners is now undergoing series of consultations around Mindanao to assess Mindanao 2000- a development roadmap introduced in 1995.

“The Mindanao 2020, an updated peace and development blueprint is hoped to alleviate the impact of financial crisis at times like this”, Leyretana said.

The Mindanao Business Council (MinBC) also recently sponsored an investment conference, which aims to forge Mindanao-wide industry alliances, as well as to increase trade and investments through the creation of Small and Medium Enterprises (SMEs).

The creation of more SMEs would eventually lead to livelihood generation, according to Ed Dayanghirang, MinBC Executive Director.While the global financial crisis may seem a big threat to major industries, Bert Barriga, Vice Chair of the ICT Davao Incorporated, sees it as a big opportunity for the Business Process Outsourcing (BPO) sector.“Major companies in the US would be forced to outsource their services with the financial crisis going on”, Barriga said.By 2010, more than US$ 8 billion in terms of outsource and more than US$ 726 million in offshore market opportunities are available in the US. Seair flies Puerto Princesa-Kota Kinabalu twice a week

PUERTO PRINCESA --- Fresh from the debut of its Puerto Princesa-KotaKinabalu flight last November 2008, Southeast Asian Airlines (SEAir) nowflies the route twice a week, ushering a more upbeat outlook on tourism inthe Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area(BIMP-EAGA).

The Philippine domestic carrier, which features the 32-seater Dornier 328aircraft, will have flights from Puerto Princesa to Kota Kinabalu everyTuesday and Friday, from the initial once-a-week schedule. Felisa Torres, Puerto Princesa City Tourism Council (CTC) president said that the said routes should be promoted intensively and marketed competitively for it to be sustained. Torres has earlier said in an article that this is a welcome development tthat will help boost their local economy.

SEAir president Avelino Zapanta earlier said in an article that the airlinewill look into increasing the frequency of flights on the route to twice a week in January, depending on the response. Meanwhile, their tourism counterparts in Sabah also showed the same enthusiasm citing a slight tourist increase from the Philippines to Sabah during the first semester of 2008.

"We are very optimistic that with the strengthening of this air link we can further boost the tourism and economy of both countries and in turn fortify efforts of the BIMP-EAGA cooperation," said Undersecretary Virgilio Leyretana. MEDCo acts as the Philippine coordinating office for BIMP-EAGA inwhich Mindanao and Palawan are its focus areas.

The SEAir inaugural flights scheduled last November 28 commenced from Clarkto Caticlan to Puerto Princesa to Kota Kinabalu. Established in 1995, SEAIR started its operations with two nine-seater airplanes.

To date, SEA air has flown almost three million passengers to 12local tourist destinations. Leyretana added that the opening of another economic gateway in Palawan is"a milestone in encouraging interest in Mindanao and Palawan as the Philippine EAGA focus areas, especially in the area of tourism and trade.

" The Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area(BIMP-EAGA) is a major collaboration to boost the socio-economic development among poor regions of its member-countries by strengthening policies that will enhance the movement of people and goods. EAGA members are pushing for more regular air connections to link the fourcountries to the rest of the world and accelerate the planned integration of EAGA's tourism development. (MEDCo)

MILF "child warrior" in gov't custody

MAITUM, Sarangani (January 25, 2009) – An armed "child warrior" of the Moro Islamic Liberation Front (MILF), wounded and captured in a recent firefight, has been taken to custody by the provincial social welfare and development office (PSWDO), a military officer said.

"The boy is recuperating and has been turned over to PSWDO for proper care," said Lt. Col. Ferdinand Budeng, commander of the 28th Infantry Battalion based in Maitum.

"The capture of the child warrior belies the claim of the MILF that they are not using children in combat operations," Budeng said.

The 16-year old MILF combatant (name withheld) was captured when 28th IB troops under 1st Lt. Roberto Maduli overran December 16 an MILF 105th base command outpost in sitio Kadapukan, barangay Tuanadatu.

The boy who was wounded in his right thigh was armed with a caliber 45 pistol with two magazines and 14 rounds of ammunition.

The "child warrior" was immediately brought to the Maitum Emergency Hospital for initial treatment then brought to a hospital in General Santos City for further treatment.

While in General Santos City, he was under the care of the PSWDO and given medical assistance up to his discharge with counseling for him and his family. His rehabilitation after treatment is still under study by the PSWDO.

In a press statement issued September 18, 2008, the Commission on Human Rights condemned "the use of children as soldiers by any armed groups."

"Whether the recruitment be voluntary, by undue influence, by reasons of revenge and especially if done so by force, the use of children to carry arms is a violation of the right of the child to be free from harm from abuse and exploitation and from forced labor," CHR chairperson Leila de Lima said.

The CHR chair said "one of the most harrowing vestiges of any war is the involvement of children as soldiers."

"The Commission on Human Rights has received reports from the media and other partners in the civil society that Non-State Armed Groups, like the Moro Islamic Liberation Front, have resorted to the use of children, individuals below eighteen years of age, as soldiers," de Lima said. "Recruitment of children in armed groups is one of the six grave child rights violations identified by the United Nations' Security Council."

The CHR said "such an abominable practice must be put to stop."

"Your children's place should never be in the trenches of war-ridden fields but in schools where they can develop and actualize as complete individuals living lives with dignity and humanity," according to the CHR press statement.

In a series of encounters when the boy was captured, government troops overran MILF outposts manned by some 75 lawless MILF group (LMG). The 28th IB seized the "LMG satellite camp with 20 bunkers, five outposts and running trenches," Budeng disclosed.


"There was no casualty on government side while enemy blood scattered at the camp and in their withdrawal route," Budeng added. (SARANGANI INFORMATION OFFICE/PIA Sargen)

UN-WFP official assures to remain in Mindanao

ICC Cotabato City (23 January) - Despite the kidnapping of three humanitarian workers of the International Committee of the Red Cross (ICRC) by Abu Sayyaf elements in Sulu recently, the UN World Food Programme (WFP) remains committed to provide food assistance to Internally Displaced Persons (IDPs) in Mindanao.

WFP deputy country director Alghassim Wurie said he was sad that such unfortunate incident could happen to humanitarian aid workers and expressed deep concern for the kidnap victims.

Wurie said, because of the incident, non-government organizations (NGOs) engage in providing relief assistance to victims and communities affected by the armed conflict in the region are extra cautious and vigilant.

“We take extra precautionary measures in our travel and in the way we conduct and deliver interventions,” Wurie said.

Wurie said, they are undertaking appropriate measures to ensure the safety and security of WFP staff and personnel.

Citing the risks involve in their work, Wurie said, they always assess the prevailing situation and coordinate with government authorities in the conduct of WFP relief assistance.

“If and when government authorities don’t allow us to go to an area for security reasons, we don’t insist,” Wurie added.

He stressed that this incident would not affect UN-WFP’s committee to provide interventions to IDPs.

Based on WFP assessment, he said, 60 percent of IDPs in Maguindanao have already returned to their places of origin and only 40% remain at the different evacuation centers. (PBC/PIA Cot City)


Raid hauls war armaments, arrests suspect

ICC Cotabato City, MAASIM, Sarangani (23 January) – A joint military-police raid at dawn Wednesday (January 21) in barangay Pananag nabbed one suspect and recovered high-powered firearms and war paraphernalia.

The operation was conducted by virtue of a warrant of arrest against suspected Lawless Moro Islamic Liberation Front Group (LMG) members responsible for the August 2008 attack of Maasim municipal hall, police station and the killing of two innocent civilians.

"At around 5am, we arrived in the area and immediately our troops surrounded the vicinity where the suspects are reportedly hiding," said 1st Lt. Marvin Maraggun of the 73rd Infantry Battalion.

"Since our soldiers are close to the houses, they saw the people inside throwing items outside," the lieutenant said.

A team of Maasim police moved into the houses and started a search leading to the arrest of one of the suspects caught in possession of an M-1 Garand rifle.

"He will be charged with illegal possession of firearms other than the case filed against him with the rest of the suspects," said Senior Police Officer Leodivicio Ramos, member of the 16-man team who served the warrant.

The warrant of arrest docketed under criminal cases 3043-08, 3044-08 and 3045-08 were against LMG members accused of arson, robbery and murder.

Military intelligence reports indicated that at least five suspects were taking refuge in the village. Police said two informants identified the arrested suspect who was caught in the possession of
the M-1 Garand.

Authorities seized the M-1 Garand rifle, M-79 home-made rifle, ammunitions, three pieces of propellant charger for Rocket-Propelled Grenade (RPG) and other war paraphernalia. These are now under the custody of the Maasim police.

According to a military spot report, a certain 2nd Lt. Duazo happened to stumble on the three propellant chargers which prompted the troops to search for other war materials.

"They (suspects) were caught in big surprise," Ramos said.

"We saw them throwing the recovered items outside the house, some of them we found just concealed under banana trees near the house," Ramos added.

According to the military, the recovered home-made M-79 rifle was similar to the one fired upon some 300 family evacuees in nearby Ireneo Lopez Elementary School in Lumasal Wednesday last week.

In October 8 last year, a joint military-police search operation in Datu Dani, Kiamba town, led to the surrender of Moro Islamic Liberation Front high-ranking official Victor Watamama.

DOH-ARMM issues health advisory against typhoid fever

ICC Cotabato City (23 January) - The Department of Health in the Autonomous Region in Muslim Mindanao (DOH-ARMM) has alerted residents to maintain cleanliness and sanitation and personal hygiene as a preventive measure against typhoid fever.

DOH-ARMM information officer Julie Villadolid said, typhoid fever is caused by food and water contained with salmonella bacteria.

“Ang typhoid fever ay nanggagaling sa salmonella bacteria na dala ng dumi ng tao o mga hayop,” Villadolid said.

Symptoms of typhoid fever include serve headache, sustained high fever, abdominal discomfort, and muscle pain.

According to Villadolid, it is not only the peanut butter coming from the US reported to be contaminated with salmonella bacteria which can cause typhoid fever.

Basically, she said, typhoid fever is caused by unsanitary and unsafe food and drinking water.

To prevent typhoid fever, she said, it is important to practice proper waste disposal, sanitary handling of food and safe potable water.

Since 2008, DOH-ARMM has recorded 305 typhoid fever cases with no reported deaths, she added. (PBC/PIA Cot. City)


News Feature : Light in the end of the tunnel


ICC Gensan City (23 January) - There is a wind of change in the posture of the Moro Islamic Liberation Front. MILF spokesman Eid Kabalu in published statements said that they are prepared to sit down with the government peace negotiators anytime. He also stressed that a peace pact can still be possible within this year and under the administration Pres. Gloria Macapagal Arroyo.

This is a light in the end of the tunnel given the fact that just last week a member of the MILF peace panel, Prof. Mike Mastura, issued a statement that President Arroyo no longer have the political sway to hammer a peace deal.

We like to believe that Kabalu’s statement is the more credible and significant one since it is the most recent announcement that came from the spokesman of the MILF. Kabalu had also said that whoever heads the Office of the Presidential Adviser on the Peace Process and the chief negotiator are the least of their concerns.

Given these positive developments we hope that the two sides will be opened and prepared to revisit issues surrounding the controversial Memorandum of Agreement on Ancestral Domain which the Supreme Court declared as unconstitutional. It is our position that while this is so, some vital issues and concerns which had been subjects of extensive deliberation may still be doable and within the ambit of the constitution. A lesson is learned from that botched agreement and that it is exigent that the communities and stakeholders affected by the contentious issues be informed and consulted as the government had recently mandated. We expect that both panels draw a mechanism that would pave the way for a tractable process of consultation.

The sooner they meet the better for both the government and the MILF. This will isolate the lawless elements that are still actively pillaging remote communities and those who have been engaging in kidnap for ransom which has become their profitable cottage industry. If the government and the MILF are in accord, they can eliminate these terrorists which had contributed to the estrangement of the two panels all these years. (MW/PIA SarGen)

More families flee from skirmishes between government troops and LMGs elements in Kalamansig town

ICC Cotabato City (22 January) – Due to continue attacks by armed groups believed to be rogue MILF rebels, the farming communities to Barangays Sangay and Paril in Kalamansig town of Sultan Kudarat province have become virtually ghost barangays.

Reports from the Philippine Army’s 6th Infantry Division’s Spokesman Col Julieto Ando, a total of 7,000 families and increasing, have already fled their homes and took shelters at evacuation centers in Kalamansig town.

Local authorities fear that the conflict will trigger more evacuation as more residents flee from the affected areas.

Since last week, sporadic fighting has continued and a total of 40 houses have been reportedly torched by the armed groups who earlier tried to occupy the two barangays.

Rogue MILF members hit an evacuation center in Maguindanao

ICC General Santos City (22 January) - Suspected rogue members of the Moro Islamic Liberation Front (MILF) reportedly attacked a village Wednesday in Maguindanao hurting two civilians.

Lieutenant Colonel Julieto Ando, spokesperson of the Army's 6th Infantry Division, identified those injured as Momina Sangutin, 14, who was hit on the right knee, and Salamudin Sangutin, 15, who was hit on the left arm.

Ando said the two were rushed to a private clinic in the town for appropriate treatment.

When asked, Ando said the assailant at about 9:30 p.m. Tuesday fired two rounds of M203 grenade launchers toward a company composed of 11 Special Forces troops at Libutan village in Mamasapano, Maguindanao.

At 5:30 a.m. the next day, the military conducted clearing operations at the area and found the grenades hit an evacuation center of internally displaced persons (IDPs).

To this day, the Philippine government has continuously addressed the basic needs of the IDPs in terms of food and non-food items, among others. A number of IDPs remained at evacuation centers due to sporadic fighting between the military and the lawless MILF group. (PIA SarGen)

ICC Cotabato City (22 Jan) - “Americans has been a long time partners in fighting terrorism in our country,” President Gloria Macapagal-Arroyo bared this during her recent visit here.

US military personnel are very good in their sharing training, intelligence and military exchange to our Armed Forces of the Philippines, the President said.

But most of all, the President said, they (Americans) are also very good in civic action works. They help their AFP counterparts in building school buildings in the country.

They also assist in the construction of roads and other infrastructure projects. With these help, psychologically, the President added, gradually isolates terrorists from the mainstream of the society.

According to the President, the cooperation and military assistance of the US personnel in the country ultimately leads to the improvement of the well-being of the people in the communities who are being served.

When asked of her observation on the seemingly increasing number of NPA elements rejoining the government, the President said, “ang ibig sabihin nito ay nagtatagumpay ang ating national internal security plan at siguro ang isang dahilan ay ang pagkilala natin na ang kahirapan ay lalong nagpapalawak ng terorismo.”

The President believes that one of the reasons why there is an increasing number of NPA rebels returning to the fold of law, is because these (returnees) are already tired in fighting and living in the jungles. PSBank opens Search for Country’s Outstanding Policemen in Service 2009

ICC General Santos City (22 January) - The PSBank has open its annual search for the Country’s Outstanding Policemen in Service (COPS) 2009 that aims to honor the men and women of Philippine National Police (PNP) for their career achievements and service to the community.

The search representatives from the Rotary Club of Manila East headed by Dr. Wilson Pamintuan visited the police regional office headquarters here to conduct an information drive on the activity.

PSInsp. Alexander Sarabia, chief of Public Information Office of PRO 12, said COPS recognizes the shared responsibility between the police force and the community in the prevention and resolution of crime.

The annual nationwide search will honor four commissioned officers and six non-commissioned officers who have steadily demonstrated integrity, courage and professionalism on duty.

COPS was established in 1999 by the Rotary Club of New Manila East and Metrobank Foundation, and is now co-presented by PSBank and implemented in close coordination with the Philippine National Police, it was learned.

The winning COPS 2009 are considered as PNP’s cream of the crop, that will be singled out following a stringent selection process that will include documentation of achievements, background check, and panel interview with the distinguished Board of Judges representing various sectors of society.

COPS is just among the activities the Metrobank Foundation, the corporate social arm of the Metrobank Group of Companies has advanced over the last 29 years.

The foundation has been promoting a culture of excellence among Filipinos through its various programs. Notably among them is the Search for Outstanding Teachers, the Metrobank Art and Design Excellence, The Outstanding Philippine Soldier, the Metrobank Math Challenge, and College Scholarship Program.

It has also a grant program that assists NGOs and government in the fields of education, healthcare, and the arts.

DA- MRDP extends livelihood assistance to T’boli women

ICC Koronadal City (22 January) - At least 15 members of Sitio Spring Women’s Association (SSWA) of T’boli, South Cotabato received two heads of piglets each from Department of Agriculture – Mindanao Rural Development Program.

Dr. Jimmy M. Olivo, MRDP Coordinating Officer for region 12, said the group is a recipient of the Community Fund for Agricultural Development (MRDP-CFAD Phase 2) component, a municipal-based funding facility which addresses community-prioritized projects, with a fund support of P50,000.

He said MRDP forged partnership with various municipalities for a program that will provide small infrastructure and livelihood.

Betty Ardiente, SSWA president, said the members will have to pay for the exact value of each piglet for the next four months but the amount to be collected will be used to purchase another quantity of piglets to be dispersed to other members of the association.

She added the project is a big assistance for the women of Sitio Spring, a small place situated in the innermost part of T’boli municipality. They will have an opportunity to earn and help their families.

Joint military/police authorities create focal group to negotiate for the release of kidnapped ICR humanitarian workers

ICC Cotabato City (21 January) - Top military and police officials met to unify their efforts for the immediate and safe release of three humanitarian workers of the International Committee of the Red Cross (ICRC) abducted by Abu Sayyaf members in Sulu last week.

According to PNP-ARMM spokesperson PSSupt. Danilo Bacas, the officials involved in the meeting included PNP-ARMM regional director Bensali Jabarani, PCSutp. Felizardo Serapio of the Directorate for Internal Police Operations (DIPO) and Army Brig. Gen Juancho Sabban of Task Force Comet.

They have agreed to create a focal group to negotiate with the kidnappers of Andreas Notter, Eugenio Vagni and Mary Jean Lacaba, Bacas Abu.

Bacas said, as of the moment. Manhunt operations remain focused on the groups of Albader Parad and dismissed jail guard Raden Abu.

“Sa ngayon, nakatutok and rescue operations sa Indana, Sulu, he said.

Negotiations for the release of the kidnap victims are being undertaken by the Crisis Management Committee headed by Sulu governor Sakur Tan, he said.

So far, Bacas said, the abductors have not made any demand contrary to the reported US$5 million ransom demand.

Cotabato Lawmaker opposes re-imposition of death penalty in the country

ICC Cotabato City (21 January) - Cotabato 1st district Representative Bernardo Piñol, Jr. expressed strong opposition to the revival and re-imposition of death penalty in the country.

The solon said, he will not support efforts of some lawmakers at the Lower House to revive the death penalty.

For Rep. Piñol, death penalty totally closes the door for death convicts to reform and lead a new life.

“Wala nang pagkakataon ang mga nagkasala na magbago pa,” Piñol said.

He noted that death penalty had failed to serve its purpose and did not serve as a deterrent to the rampant illegal drug business in the country.

Most often than not, he said, only small “fish” are arrested during government operations against illegal drugs.

Rebels torched some 40 houses in two farming communities in Kalamansig

ICC Cotabato City (21 January) – Moro rebels believed to be members of the Moro Islamic Liberation Front has renewed attacks on farming villages in Kalamansig, Sultan Kudarat last week firing rockets and burning some 40 houses of Christian and Illongo villagers.

Sources from Kalamansig inter-agency, multi sectoral municipal peace and order council said the rebels mounted their attacks at coastal villages of Barangay Sangay and Paril triggering panic among residents.

Lt. Col. Julieto Ando, spokesperson of the 6th Infantry “Kampilan” Division believes that the reported harassments could be a retaliation for the bombardment conducted by the military the other week of Barangays Sangay and Paril to drive the rebels out of the villages they occupied.”

The Kalamansig incidents have posed another security concerns for both the government and various sectoral organizations who had been trying to put together all their efforts for the GRP and the MILF to go back to the negotiating table. (CLC/PIA Cot. City)


DOT-ARMM’s participation to WOW-Philippines successful

ICC Cotabato City (21 January) – Presentation of cultural heritage of the Muslims of the Autonomous Region in Muslim Mindanao (ARMM) to the recently-concluded WOW-Philippines held in Intramuros, Metro Manila was very successful.

This was disclosed to the Philippine Information Agency Monday by the newly-appointed DOT-ARMM Regional Secretary Madame Mokiin Salic- Malna, Hadja (PhD)..

Showcased in the annual WOW-Philippines were Maranao native handirafts (brass), clothings, (malong) and other indigenous products from Lanao, aside from the cultural dances performed by beautiful ladies from ARMM and watched by both Filipinos and foreigners from different countries.

Some segments of the month-long affair were shown on different cultural programs by a number of national TV networks.

Malna, who represented ARMM Regional Governor Datu Zaldy Uy Ampatuan thanked the Department of Tourism, Region XII under the stewardship of Sohura T. Dimaampao for the joint efforts of DOT-ARMM and DOT-12 that attributed to the successful presentation of not only the Muslim culture, but other tribal groups in Mindanao as well.

Malna also thanked ARMM Regional Governor Ampatuan for the latter’s support for sending her to the prestigious national event.

Malna, who just took her oath of office very recently as DOT-ARMM Regional Secretary, replaced former DOT-ARMM Regional Secretary Bai Sakina Pendatun Berman, who also assumed office very recently as Regional Secretary of DOST-ARMM.

Dr. Nadjema Mokiin Salic-Malna was also the Secretary of DSWD-ARMM during Misuari’s term as Regional Governor of ARMM from 1996 to 2001. DSWD-ARMM, during her leadership has been awarded as “Best Implementor’ agency nationwide.

ARMM 6000 Coops: Rehab or delist

ICC COTABATO CITY (18 January) – Soon, significant number of cooperatives in the Autonomous Region in Muslim Mindanao (ARMM) will either be rehabilitated or delisted.

In a staff conference conducted here by Cooperative Development Authority in the region (CDA-ARMM) early this week, CDA national administrator Rosalinda Villareca allayed fears of those cooperatives which for years are either non- functional or seasonal.

CDA-ARMM administrator Sammy Ibrahim who is new to his post, has been conducting area visitations and trainings since he assumed office last November, to assess bright prospects of cooperativism as a vital economic tool.

“We have to bring this government closer to our people by moving down and touching their lives,” quipped Ibrahim.

In keeping with the stern policy instruction by ARMM regional governor Datu Zaldy Uy Ampatuan, all line agencies in the autonomy are working hard to prioritize and maximize use of office resources and capabilities.

Said CDA-ARMM staff conference was intended to redirect priorities of the office by strengthening the record-high 6000 cooperatives in the area of autonomy.

“There are so many blessings that the national government and the regional leadership can readily give to these cooperatives provided they can show cause why they truly deserve to be helped,” stressed Ibrahim.

Ibrahim said that as a matter of national policy, creation of cooperatives are encouraged and supported, and only on extreme exceptions where CDA is compelled to delist cooperative as a last resort. (bpi-armm/PIA12)

LGU pushes naval base installation in Maasim, Sarangani

ICC General Santos City (16 January) – The municipality of Maasim in Sarangani province strongly supports the installation of a naval base in its locality to beef up the security of this coastal area which has been constantly used as the entry and exit points of lawless elements aboard ferry boats.

In Resolution No. 07-003, the Sangguniang Bayan of Maasim, Sarangani has requested DENR Secretary Angelo Reyes to facilitate the appropriate allocation of a portion of land out of the Forest Land/Grazing Land Agreement (FLGLA) No. 578 registered under the name of Dolores Flores containing an area of 234 hectares located at Sitio Tampat, Tinoto of this municipalty into a naval base.

Maasim Mayor Aniceto Lopez, Jr. disclosed that Governor Miguel Dominguez staunchly supports the establishment of the aforementioned military reservation by closely coordinating with DENR and the Philippine Navy.

Lopez said the Philippine Navy representatives were the ones who identified the area as a suitable site of the naval base being strategically located.

The Philippine Navy’s request for the municipality to coordinate with the DENR Secretary is very valid considering the enormous benefits the naval facility will give not only for the town and the province, but also the southern portion of Mindanao as whole, in terms of security and economy. PGMA signs new EO strengthening rehab of Mindanao river basin

ICC Cotabato City (15 January) – President Gloria Macapagal Arroyo has signed a new Executive Order creating a Presidential Task Force on the rehabilitation and development of the heavily silted Mindanao River Basin which caused massive flooding in the Cotabato area last year.

The signing of Executive Order No. 753-A amending EO 753 creating the Presidential Task Force on the Mindanao River Basin Rehabilitation chaired by Archbishop Orlando Quevedo.

Archbishop Quevedo who received the copy from the President during her meeting with the task force at the VIP Lounge of the Tactical Operations Group, Philippine Air Force in nearby Awang Airport, Datu Odin Sinsuat town.

Quevedo said the new EO gave more teeth to the erstwhile “monitoring” functions of their task force.

“The new EO handed down authority to us. The DPWH is still the implementing agency but we can do something if there is some delay,” Quevedo pointed out.

Last October, the President gave an initial P31-million fund for flood control in Central Mindanao by allocating P20-million for the dredging of Rio Grande de Mindanao from the mouth of the new Delta Bridge, and P11-million for the Simuay Flood Control Project. (PIA 12)

PGMA keen on resumption of peace talks with MILF

ICC Cotabato City (14 January) – More attention should be given to the newly formed peace panel so that the resumption of peace talks can start.

This was underscored by President Gloria Macapagal-Arroyo during an interview this morning by two reporters from two local radio stations here.

“Now that a new peace panel is formed with instructions to the facilitators of the government panel to invite leaders of the Moro Islamic Liberation Front (MILF) to go back to the negotiating table, all peace-loving people in Mindanao should do their share in attaining peace, because lasting peace can only be achieved through negotiations and not through war,” the President added.

Substantive aspects of the peace talks, include other matters, like ceasefire- related issues, international monitoring team coupled with the fast tracking of projects for development in Mindanao, Arroyo said.

The President hopes that both members of the GRP and MILF peace panels should give their commitment in achieving peace so that the negotiation can start immediately.

Arroyo calls both panel facilitators to set aside politics and should be honest in brokering peace with the communities being given a vital role.

According to the President, disarrmament, demobilization and reintegration are some of the aspects that should be discussed by both panels. (MCD/PIA/RICC Cot)


PGMA orders new GRP peace panel to talk to MILF leaders

ICC COTABATO CITY (14 January) – President Gloria Macapagal-Arroyo ordered members of the new Government of the Republic of the Philippines (GRP) Peace Panel to talk to leaders of the Moro Islamic Liberation Front (MILF) to schedule the new peace talk.

In her visit this morning here, PGMA expressed her commitment to pursue peace talk with the MILF. PGMA said the government is optimistic to start the peace negotiation as soon as possible to fast track the development projects in Mindanao.

PGMA reiterated that the government is committed to the new peace talk with the MILF. The government formed the new members of GRP peace panel late last year in the quest of bringing peace in Mindanao.

She said the government should play as “honest broker” to include voices of all the stakeholders to peace talk, “this will strengthen the final outcome of the peace talk.” The government will conduct dialogue with the different stakeholders to hear their voices and include them in the peace talk.

According to PGMA, the dialogue with the people will help the government to form the road map to peace. The dialogue includes substantive discussion like disarmament, demobilization and reintegration, “this is to ensure that people will accept the result of the final outcome of the peace talk,” she said.

In Autonomous Region Muslim in Mindanao (ARMM), Regional Governor Datu Zaldy Uy Ampatuan stated in his 4th State of the Region Address that the regional government joins the call of the international organizations for the GRP and MILF to return to the negotiating table to end the suffering of thousand innocent civilians.

During the 1st regular Regional Economic Development Planning Board (REDPB) meeting on January 08, 2009 Governor Ampatuan thanked PGMA for considering the advocacy of the regional government that ARMM should be involved in the peace talks between the government and the MILF. (bpi-armm/PIA12)

Military pursuit operations to capture Umbra Kato continue

ICC Cotabato City (13 January) - A gun battle ensued between troops of the 46th IB and lawless MILF groups (LMGs) under the 105th Base Command of Umbra Kato at barangay Tatapan, Datu Saudi Ampatuan town, Maguindanao, Sunday morning.

Army’s 601st brigade commander Col. Marlou Salazar said, government troops were conducting clearing operations in the area when fired upon by a number of LMGs.

Col. Salazar vehemently denied reports that two soldier were killed during the encounter which lasted for several hours.

Two soldier were slightly wounded while the enemy side suffered an undetermined number of injured as result of the running gun battle at barangay Tatapan, in the town of Datu Suadi Ampatuan, he said.

“It was a running gun battle, and the pursuit operations against these groups is still ongoing,” Salazar said.

The official vowed continued military punitive actions against the LMGs until MILF 105th base commander Umbra Kato is captured dead or live.

There have been reports of Umbra Kato’s death, Salazar said, but since November last year, we have not received reports of him being sighted around. (PBC/PIA Cot.)


Commentary: CHALLENGING TIME FOR PEACE

ICC Gensan City (13 January) - There has been a reciprocal call for resumption of stalled peace negotiation between the Moro Islamic Liberation Front (MILF) and the government. The MILF for one has indicated that it still desires to have Malaysia as the principal mediator although it is not averse to having Washington and London as an additional referees into the talks.

What is disturbing however is that remote communities are still being harassed by MILF elements that cannot be reined-in by the MILF hierarchy. The hostilities therefore have continued with no end in sight since the government forces have to decimate these lawless elements or face the prospects of a force that is more organized, better equipped and well-connected with the terrorist groups operating in territories where the fronts are situated. While the mainstream MILF purportedly respects the ceasefire agreement it has forged with the government, there is no denying the fact that violence and manslaughter of innocent civilians using improvised explosive devises have been going on whenever the guard is down. The worst of these atrocities are the sneak attacks on civilian communities in Lanao del Norte, North Cotabato and Sarangani provinces.

This situational condition is hardly the kind of atmosphere that is ideal for the resumption of peace negotiation. Neither is the arrogance from both sides that what they had stood for before is no longer subject to review or re-evaluation. They should not negate the fact that the Supreme Court has ruled that the concept of ancestral domain which was the subject of their memorandum of agreement had been declared unconstitutional. There is no other recourse therefore but to revisit that draft agreement and see where and how they could work out a new draft that is within the ambit of the constitution.

Commitment to peace should not be accorded lip service. The government and the MILF should nurture confidence of each other’s desire to arrive at a meaningful and stable peace accord. They should make the Bangsamoro people, Christians and Lumads develop a sense of security, one that gives an assurance that as they talk the conflict should dissipate and for normalcy to come back like it was before the 1960’s when the Moro people, the Christian settlers and the lumads bear no arms but plowshares and bolos to cut the grasses and the weeds with.

There is tinge of romanticism in that yearning to return to the time when the Muslims and Christians fish together in the banks of Liguasan marsh or together harvest palay in the rice lands in Midsayap. It is incredibly idyllic to recall the time when a Muslim can sleep in a Christian house if and when nighttime will catch up with them. There were no CAFGUs, no MILF, MNLF or Abu Sayyaf then. There were no tanks no RPGs.

Now, can the government and the MILF work an accord that will bring us back in the 1960’s and beyond? Can we demilitarize Mindanao and burn to ashes the guns and the bitterness of war? Yes, we can if we are confident we could. (MW/PIA SarGen)

New USM president vows honest and transparent leadership

ICC Cotabato City (12 January)---Newly installed president of the state-owned University of Southern Mindanao (USM) in Kabacan town, province of Cotabato, Dr. Jesus Derile assures an honest and dedicated services to the students and faculty.

In the despedida party tendered for outgoing president Dr. Virgilio Oliva who has retired from service at age 70, Derile acknowledges Dr. Oliva’s achievements and contribution in making USM one of the most prestigious institutions in Mindanao.

“I am praying that you would help me to make the University of Southern Mindanao a venue for quality education, a venue to inspire everyone to work together especially those brothers and sisters in the Muslim community, the indigenous people and the Christian majority who do not have the opportunity to work and to go to school because of the life condition,” Dr. Derile said.

Derile said, he would initially spend some time to get familiar with the faculty, staff, other employees and the student community.

“The first thing that I will do is to call up all the members of the USM administrative council and inspire them that we unite and work together,” he said.

There will be no revamp and changes in the designation because we are one family, Derile assured the USM faculty and staff.

Acting Governor Ibay assures continued development efforts in Shariff Kabunsuan Province

ICC Cotabato City (08 January 09) - The provincial government of Shariff Kabunsuan province remains focused on the development initiatives geared to stir the socio-economic activities in the area and improve the living condition of its residents.

Shariff Kabunsuan governor Ibrahim Ibay said, the issue on the Supreme Court decision declaring of the creation of the province as null and void, does not hamper the commitment of the provincial government to implement development projects that would redound to the benefit and welfare of the people in the area.

“Kahit wala pang decision ang Supreme Court sa aming motion for consideration, patuloy ang development initiatives sa prubinsiya,” Ibay said.

According to the governor, after giving priority to the implementation of various infrastructure projects such as farm-to-market roads, the provincial leadership would now focus on livelihood programs and projects to uplift the living condition of the people especially the poor families.

Meanwhile, the province received an ambulance and some medical equipment from the Kiwanis International for the newly constructed Shariff Kabunsuan provincial hospital.

Ibay said, he would formally request Maguindanao 1st district representative Dedagen Dilangalen to turn-over the hospital to the Shariff Kabunsuan provincial government.

He said, his constituents are grateful to Congressman Dilangalen for his continued support to the province.

Cotabato governor calls on LMG to stop hostilities

ICC Cotabato City - Some lawless MILF groups (LMG) continuously harassing remote areas in Cotabato province the past days.

Cotabato Governor Jesus Sacdalan said, armed with high power firearms, the LMG recently attacked barangay Dado Alamada town where a civilian was killed.

The governor said, he is calling on these groups to stop their violent activities.

“Nakiuap na ako doon sa mga local forces, friendly forces na huwag na lang sanang magkaroon pa ng harassment para we can start the new year peacefully at hindi maapektuhan ang hanapbuhay ng mga tao,” Sacdalan said.

Governor Sacdalan said he believes that through these harassments, the LMG is conveying a message to the government to resume the peace talks soon.

Meanwhile, Sacdalan reported the gradual return of the evacuees to their respective places of original and start a new life.

Those whose houses were burned were extended necessary assistance for the construction of new ones, the governor said.

Last Dec. 24, the officials said, a dialogue was conducted at barangay Tubak, Pagangan, Pikit, in connection with the return of 478 families of their respective places of origin.

He promised to visit them this January to personally see and assess actual number and extent of the houses that were burned during the August 2008 LMG attack. (PBC/PIA 12)


Political and religious sectors hail “cross-section” GRP panel

ICC Cotabato City - Political and religious communities hail the “cross-section” composition of the newly reconstituted GRP panel.

Press Secretary Jesus Dureza said that the new peace panel Malacañang will establish to resume talks with the Moro Islamic Liberation Front (MILF) will not just be represented by different sectors but will be assisted by a multi-sectoral “panel of advisers” as well.

Southern Mindanao political and religious leaders expressed belief that this development will hasten the GRP-MILF talks.

Auxiliary bishop of the Cotabato Diocese Monsigñor Jose Colin Bagaforo said they will support such concept of a negotiating panel where all stakeholders to the peace process would be give enough representation.

Being involved in various peace-building projects and inter-faith dialogues in Central Mindanao, Bagaforo said, the Bishops-Ulama Conference of the Philippines, and other organizations of Christian and Islamic religious leaders will not hesitate to help in the GRP-MILF talks.

As this developed, ARMM regional governor Zaldy Ampatuan expressed his deepest gratitude for having been tapped as one of the advisers of the new GRP peace panel.

Ampatuan said, he is elated to be given a role in the GRP-MILF talks.

“I will see to it that the ARMM’s represetative to the GRP-MILF negotiations can speak well of the real position of all the region’s six provincial governors and more than 100 mayors,” Ampatuan said.

Earlier, Presidential Adviser on the Peace Process Secretary Hermogenes Esperon, Jr. Announced that RG Ampatuan would be tapped as one of the advisers of the new GRP panel. (PBC/PIA12)

Region 12 joins 2009 Wow Philippines

ICC Cotabato City – Taking the tourism activity as an opportunity for development promotion for the area despite the unstable peace and order condition obtaining in some places, Region 12 will actively participate in the 2009 Wow Philippines Best of the Regions Show Case which will be conducted on January 13 to February 8, 2009 at Intramuros, Manila.

Sarangani Governor Miguel Rene Dominguez and Regional Development Council presiding officer disclosed that the Department of Tourism, Region 12 shall lead the opening of the 2009 Wow Philippines dubbed as “Kuyog Tanu sa Kalilintad” which will feature not only arts and culture, festivals, agri-trade products, cuisine and investment opportunities. Governor Dominguez added that the tourism campaign will not only highlight the one town one product (OTOP) program and regional delicacies but also the regional interventions to attain peace and development in the area.

In the RDC 12th regular meeting on December 15, the members agreed to support the “Kuyog Tanu sa Kalilintad” at Intramuros, Manila and how to optimize the opportunity to encourage more investors and lure more visitors to Region 12.

In view of this, the council approved RDC XII Resolution No. 81, Series of 2008 for the conduct of a special meeting of RDC XII cum resource mobilization forum on January 13, 2009 in line with the opening of 2009 Wow Philippines Kuyog Tanu sa Kalilintad hosted by DOT Region XII at Intramuros, Manila. 68th IB & US Army 97th CAB conduct medical mission to armed conflict victims

ICC Kidapawan City – Some 500 victims of atrocities of Lawless MILF groups in Midsayap, North Cotabato were beneficiaries of a medical mission organized by the 68th Infantry “Kaagapay” Battalion, Philippine Army supported by the US Army 97th Civil Affairs Battalion.

1LT Glenn Tabamo, civil military operation officer of the 68th Infantry Battalion said the battalion’s commander, Lt. Col Antonio Sugarol together with the Civil Affairs team leader, Cpt. Tyler Oliver of the 97th Civil Affairs Battalion of the US Army led the medical and dental mission at Barangay Labas, Midsayap, North Cotabato on December 24, 2008. The US Army, the civil military operation officer said was instrumental in providing the much needed medicines and eye glasses.

The successful conduct of the humanitarian activity, according to 1LT. Tabamo, was also realized through the support and cooperation of the 602nd Infantry Brigade, local government unit of Midsayap, North Cotabato as well as volunteer private medical practitioners.

Specifically, Tabamo further said, the services rendered were free medical check up, tooth extraction, eye refraction, circumcision, free medicines and reading glasses.

1LT. Tabamo reported that the 68th Infantry Battalion, the municipal government of Midsayap and the provincial government of North Cotabato have been exerting efforts to extend assistance to the armed conflict victims in rebuilding their lives towards normalcy. (PIA 12)
